This paper examines Hwaseong’s politics of memory regarding the Japanese occupation of Korea, analyzing how this Korean city constructs a local identity, engages in selective remembrance, and integrates politics of memory into paradiplomacy. Using a mixed-methods approach, the paper reveals how Hwaseong autonomously implements diverse commemorative initiatives, strategically reinforces victimhood, and internationally raise awareness about Japanese crimes.
